1. SAFETY WARNINGS AND PRECAUTIONS
Read, understand, and follow all instructions and safety warnings in this manual before operating this firearm. Your safety and the safety of those around you depends on your knowledge of this rifle and your understanding of firearm safety guidelines common to all firearms.
⚠ DANGER: SERIOUS INJURY OR DEATH
- •Treat every firearm as if it is loaded at all times.
- •Keep the muzzle pointed in a safe direction at all times. Never point the firearm at anything you do not intend to shoot.
- •Keep your finger OFF the trigger until you are ready to fire the rifle.
- •Be absolutely certain of your target and what is beyond it before firing.
- •Store this firearm in a secure location away from unauthorized users, especially children.
- •Firearms must be unloaded when not in use and stored in a locked location.
- •Never alter or modify this firearm in any way except as specifically authorized in this manual.
- •A dropped firearm may discharge. Always handle with care.
- •Do not use defective ammunition. Inspect all ammunition before loading.

2. IMPORTANT FEATURES: MANUALLY OPERATED BOLT ACTION
CRITICAL DISTINCTION
This rifle is NOT a semi-automatic firearm. The ARC M.O.B.A is a MANUALLY OPERATED BOLT ACTION rifle designed for compliance with Illinois firearm regulations.
What This Means
- •After each shot, you must MANUALLY pull back the charging handle to rack the next round into the chamber.
- •The bolt will NOT cycle automatically. This is intentional and required for Illinois legal compliance.
- •You control the rate of fire entirely—it is your manual action that cycles the bolt.
- •This makes the ARC M.O.B.A a bolt action rifle under Illinois law.
LAW BOLT 15 System
This rifle is equipped with a LAW BOLT 15 (Legally Authorized Weapon Bolt 15), a proprietary manually operated bolt system. Because it is not a semi-automatic rifle and is sold as a bolt action rifle.
Operating Cycle
- 1.Magazine and Load: Insert loaded magazine and manually chamber the first round by pulling the charging handle.
- 2.Aim and Fire: Aim at target, place safety on FIRE, press trigger to discharge.
- 3.Manually Recycle: BEFORE firing again, pull the charging handle fully rearward to eject the spent casing and chamber the next round.
- 4.Repeat: Aim, press trigger, manually recycle bolt—each shot requires this deliberate sequence.

4. COMPONENTS AND CONTROLS
The ARC M.O.B.A maintains the familiar AR-15 platform layout with the following key controls and components.
Safety Selector
The safety lever is located on the left side of the lower receiver. Push forward to place the rifle in FIRE mode; push rearward to place the rifle in SAFE mode. Always keep the rifle on SAFE except when actively firing.
Charging Handle
The charging handle is located on the top rear of the upper receiver. Pull it fully rearward to manually cycle the bolt. The charging handle MUST be pulled back after each shot to chamber the next round. This is your primary firing cycle control. The charging handle is NOT held in place by the bolt carrier; it can be pulled at any time. Avoid unnecessary racking when the hammer is in the cocked position unless specifically unloading the rifle.
Trigger
The trigger is located inside the trigger guard. Press the trigger rearward to fire the rifle (when on FIRE and the hammer is cocked). Keep your finger OFF the trigger until ready to fire.
Magazine Release
The magazine release button is located on the right side of the lower receiver just below the ejection port and above the trigger. Press to eject the magazine.
Forward Assist
Press the forward assist (top rear right of upper receiver) to ensure the bolt carrier is fully forward and locked. This is a standard feature included on all ARC M.O.B.A rifles.
Grip-Mounted Power Switch
CRITICAL
The grip-mounted power switch controls the electronic system. The switch must be turned ON for the integrated lighting system to function and MUST be ON when charging the rifle. Always keep the switch OFF when not in use to preserve battery life. See Section 5 (Electronic System and Battery Management) for full details.
5. ELECTRONIC SYSTEM AND BATTERY MANAGEMENT
Overview
The ARC M.O.B.A includes a fully integrated onboard power system housed in the pistol grip. This system provides power for integrated lighting. The system uses 18650 rechargeable batteries and communicates via USB-C.
Battery Specifications
- •Battery type: 18650 rechargeable lithium-ion
- •Location: Grip compartment (integrated—do not attempt to remove or replace)
- •Voltage: 3.7V
- •Charging method: USB-C (use ONLY the included charger)
- •IP67 rating: Potted (protected against dust and immersion in water)
Power Switch
The power switch on the grip must be turned ON to enable the integrated lighting system and must remain ON during charging. Turn OFF when the rifle is not in use to preserve battery life.
Charging Instructions
ONLY use the charger included with this rifle. Using unauthorized chargers may damage the battery or create a fire hazard.
- Step 1:Locate the USB-C charging port, just in front of the receiver on the handguard.
- Step 2:Turn the grip power switch to ON.
- Step 3:Connect the included USB-C charging cable to the charging port on the grip.
- Step 4:Plug the charger into a standard electrical outlet.
- Step 5:Allow a maximum of 2 hours for a full charge.
- Step 6:Disconnect the charging cable. The rifle is now ready for use.
Pogo Pin Area – Critical Care Instructions
DANGER
The pogo pin connection area is critical to rifle function. Keep this area completely dry at all times.
- •DO NOT allow liquids (water, oil, solvents, or cleaning fluids) to enter the pogo pin charging area.
- •The pogo pins use 24K gold plating for conductivity. Liquids can corrode connections and cause malfunction.
- •Although the electronics are potted (encapsulated in protective material), some solvents may seep in over time.
- •Always dry the grip area before charging and after any exposure to moisture.
- •Never submerge the grip in water or cleaning solutions.
Battery Service and Replacement
⚠ IMPORTANT
The battery compartment in the grip is NOT serviceable by the customer. DO NOT attempt to open the grip or remove the battery. If the battery requires service, replacement, or if you experience battery-related issues, the entire grip assembly must be sent back to Law Weapons Inc. for factory service. Attempting to disassemble the grip may damage the electronic system and void your warranty.
6. SAFE HANDLING AND OPERATION
Break-In Period
IMPORTANT
This is a new rifle and requires a break-in period of 200 rounds. During break-in, the charging handle may be more difficult to operate. Keep the rifle well lubricated during this period. After 200 rounds, the rifle should operate smoothly.
Before Every Use
- •Visually inspect the rifle for damage, cracks, or loose components.
- •Ensure the barrel is clear of obstructions (look through the barrel from the rear in a safe direction).
- •Verify that the safety is in the SAFE position.
- •Verify that the rifle is unloaded (no magazine inserted, no round in the chamber).
Unloading the Rifle
- Point the muzzle in a safe direction.
- Place the safety in the SAFE position.
- Press the magazine release button and remove the magazine.
- Pull the charging handle fully rearward to eject any round in the chamber.
- Visually and physically inspect the chamber to confirm it is empty.
Handling a Misfire or Failure to Fire
If you press the trigger and the rifle does not fire, IMMEDIATELY point the muzzle in a safe direction and wait at least 30 seconds. A hangfire (slow ignition) may occur. After 30 seconds, if the round has not fired, carefully unload the round as described above.
Ammunition Safety
- •This rifle is chambered in 5.56 NATO / .223 Remington. Use only ammunition in this caliber.
- •NEVER use other calibers—this can result in injury or death.
- •Inspect ammunition before loading. Do not use damaged, corroded, or defective rounds.
- •Store ammunition in a cool, dry location away from moisture and extreme temperatures.
7. LOADING AND FIRING
The Firing Sequence
Remember: This is a MANUALLY OPERATED BOLT ACTION rifle. Each shot requires deliberate manual action to chamber the next round.
Step 1: Load the Magazine
- •Load 5.56 NATO ammunition into a standard AR-15 magazine (up to the magazine's capacity or per your local legal limit).
- •For this manual, we assume Illinois legal magazine limits; verify your local requirements before operating this rifle.
Step 2: Insert the Magazine
- •Ensure the safety is in SAFE.
- •Align the magazine with the magazine well (bottom of the lower receiver).
- •Insert the magazine upward at a slight forward angle, then snap it firmly into place. It should click and sit flush with the lower receiver.
Step 3: Chamber the First Round
- •Locate the charging handle on the upper receiver (top rear, extends slightly backward).
- •Firmly grasp the charging handle and pull it fully rearward (toward you). You will feel resistance as the bolt carrier moves back.
- •Release the charging handle. The bolt carrier will spring forward, chambering the first round from the magazine.
- •The rifle is now ready to fire. Keep the safety on SAFE until you are ready to shoot.
Step 4: Aim and Fire
- •Assume a stable shooting position (standing, kneeling, prone, or supported).
- •Acquire your target through the sights or optics.
- •Verify that nothing is beyond your target that could be harmed by a miss or overpenetration.
- •Move the safety to FIRE.
- •Place your finger on the trigger (not before—keep it off the trigger until this moment).
- •Press the trigger smoothly to the rear. The rifle will fire.
Step 5: Manually Recycle the Bolt (The Critical Difference)
BEFORE YOU CAN FIRE AGAIN, YOU MUST MANUALLY PULL THE CHARGING HANDLE TO CHAMBER THE NEXT ROUND.
- •After the round fires, the bolt will remain in the forward position.
- •Pull the charging handle fully rearward again. You may feel a slight bump as the bolt carrier reaches full travel ejecting the spent casing.
- •Release the charging handle—do not walk it forward, let the spring power do the work. It will spring forward, chambering the next round.
- •The rifle is now ready for your next shot. Aim and repeat the firing sequence.
Step 6: Repeat
Continue this cycle for each subsequent shot: Manually cycle the charging handle → Aim → Fire. The rate of fire is entirely under your control via manual bolt operation.
Clearing a Double Feed or Jam
- •If you feel severe resistance when pulling the charging handle or suspect a jam, stop immediately.
- •Point the muzzle in a safe direction.
- •Place the safety on SAFE.
- •Remove the magazine by pressing the magazine release button.
- •Try to gently work the charging handle backward. If resistance is severe, contact Law Weapons Inc. for assistance.
- •Once cleared, visually inspect the chamber and magazine for debris or damaged ammunition.
8. MAINTENANCE AND CLEANING
Regular maintenance and cleaning will keep your ARC M.O.B.A in excellent working condition. Follow standard AR-15 maintenance practices with special attention to the electronic system.
Basic Maintenance Schedule
After Every Use:
- •Unload the rifle completely.
- •Visually inspect the barrel, receiver, and bolt carrier for debris or fouling.
- •Store in a cool, dry location.
Monthly or Every 500 Rounds (whichever comes first):
- •Field strip the rifle (see below).
- •Clean all parts with a brush and dry cloth.
- •Inspect the charging handle, bolt carrier, and firing pin for excessive wear.
- •Reassemble, lubricate, and function test.
Field Stripping the Rifle
Field stripping means partial disassembly for cleaning. This is the only disassembly recommended for user maintenance.

1. Remove Magazine and Unload:
Press the magazine release button and remove the magazine. Pull the charging handle to eject any round in the chamber. Visually inspect the chamber to confirm it is empty.
2. Release the Receivers: Figures 1 and 2
Locate the two takedown pins (front and rear) on the left side of the rifle. Using a small pin punch or drift, gently push each pin from left to right. The pins are captured—they will move but not fully separate from the rifle. Once pushed to the right, the upper receiver can be separated from the lower receiver.
3. Remove the Bolt Carrier Group: Figure 3
From the upper receiver, pull the bolt carrier assembly rearward and out of the upper receiver. The charging handle will come out with it.
4. Remove the Bolt: Figure 4
The bolt can be pushed out of the bolt carrier (push from the rear). However, detailed disassembly of the bolt carrier beyond removal is not recommended without proper tools.
5. Clean Components:
Using a soft brush and dry cloth, clean all components. Pay special attention to the bolt, bolt carrier, chamber, and barrel interior. A bore brush and rod can be used to clean inside the barrel.
Cleaning Materials
- •Soft brass brush (for bore cleaning)
- •Cleaning rod and jag
- •Dry cloth or lint-free towel
- •Break-in cleaner or degreaser (for heavy fouling)
- •Lubricating oil (light machine oil or gun oil)
- •Small pin punch (1/16" or 3/32") for takedown pins
⚠ CRITICAL: PROTECT THE ELECTRONIC SYSTEM
When cleaning the rifle, avoid getting liquids (oil, solvents, or water) on the grip or near the charging port area. The electronic system is potted, but excessive exposure to solvents or moisture can cause corrosion of the pogo pin contacts and compromise system function.
- •Keep the grip area DRY and clean of solvents.
- •Do NOT submerge the grip in cleaning solutions.
- •If liquid does contact the grip area, allow it to air dry completely before charging or using the rifle.
Lubrication
Light lubrication of the bolt carrier and moving parts is recommended after cleaning. Use a quality gun oil or light machine oil. Apply sparingly—excess oil will collect dirt. Do not lubricate the barrel interior or firing pin.
Reassembly
1. Reassemble the Bolt Carrier Group:
Reinsert the bolt into the bolt carrier (push from the rear until it seats completely).
2. Insert into Upper Receiver:
Slide the bolt carrier assembly back into the upper receiver. The charging handle should align and pull smoothly.
3. Mate Receivers:
Align the upper and lower receivers and push together until they are flush.
4. Reinstall Takedown Pins:
Using the pin punch, gently push the front takedown pin from left to right until it is flush with the right side of the receiver. The pin will not fully separate. Repeat with the rear takedown pin. Both pins should be fully seated.
5. Function Test:
Ensure the safety is in SAFE. Pull the charging handle—it should move smoothly without binding. Release it—the bolt carrier should snap forward cleanly. Verify the trigger functions normally (DO NOT fire for this test; just press and release the trigger). If any binding or resistance is felt, disassemble and inspect for dirt or misalignment.
9. TROUBLESHOOTING

10. LEGAL NOTICE AND ILLINOIS COMPLIANCE
⚠ CRITICAL: READ CAREFULLY
The ARC M.O.B.A rifle is manufactured and sold for use as a manually operated bolt action rifle. Under 720 ILCS 5/24-1.9, an "assault weapon" does not include a firearm that is manually operated by bolt, pump, lever, or slide action, unless the firearm is a shotgun with a revolving cylinder.
Important Disclaimer About State and Local Laws

This rifle is equipped with a LAW BOLT 15 system that ensures manual operation. Replacing this bolt with any standard AR-15 bolt carrier, semi-automatic conversion kit, or any other component that would result in semi-automatic or any other prohibited function would render this rifle ILLEGAL in the State of Illinois and potentially in your jurisdiction.
Law Weapons Inc. does not condone, endorse, or permit any modification of this rifle that would result in non-compliance with applicable law.
Any illegal modification or alteration of this rifle is entirely the responsibility of the person performing such modification. Law Weapons Inc. cannot and will not be held liable for any consequences resulting from illegal modification, misuse, or violation of state or federal law.
⚠ Service and Warranty Inspection Warning
If Law Weapons Inc. detects that this rifle has been modified in any way that renders it illegal, violates the specifications of this manual, or compromises the manually operated bolt action function during any service, warranty work, or inspection, the rifle will be CONFISCATED and NOT RETURNED to the customer. Law Weapons Inc. will not knowingly allow an illegally modified firearm to be returned to circulation. You have been fairly warned. Do not modify this rifle.

The LAW BOLT 15 system and associated electronic and mechanical components may be protected by patents and copyrights owned by Law Weapons Inc. or its licensors.
- •You are PROHIBITED from reverse engineering, disassembling beyond normal field strip maintenance, or attempting to duplicate any component of this rifle system.
- •Unauthorized disassembly may violate federal and state patent laws and copyright law.
- •Any disassembly beyond normal field strip maintenance voids your warranty.
- •Violation may result in civil liability and criminal charges.
Age Restrictions
Federal and state law restrict the possession and use of firearms. This rifle may only be possessed by individuals of legal age and in compliance with all federal, state, and local firearms laws. Verify your eligibility under 18 U.S.C. § 922 and applicable state law before purchasing or possessing this firearm.

Assumption of Risk
You acknowledge that the use of firearms is inherently dangerous and carries significant risk of serious injury or death. By purchasing and using this rifle, you voluntarily assume all risks associated with the ownership, possession, handling, and use of this firearm, including but not limited to accidental discharge, misfire, mechanical failure, and user error.
Hold Harmless Clause
You hereby release, hold harmless, and agree to indemnify Law Weapons Inc., its owners, employees, agents, and representatives from and against all claims, demands, causes of action, damages, injuries, and liabilities arising out of or related to your ownership, possession, use, or misuse of this rifle, including but not limited to claims for personal injury, death, or property damage, including any claim resulting from the use or misuse of this rifle in any jurisdiction, except in cases of gross negligence or willful misconduct on the part of Law Weapons Inc.
No Liability for Misuse or Illegal Use
Law Weapons Inc. shall not be liable for any injury, death, or damage resulting from misuse, abuse, failure to follow instructions, illegal modification, illegal possession or use, negligent handling, violation of law, or any other act or omission on the part of the user. This includes, but is not limited to, any illegal use of this rifle in any state or jurisdiction.
Warranty Disclaimer
Limited Warranty:
Law Weapons Inc. warrants that this rifle is free from defects in material and workmanship under normal use and proper maintenance for a period of one (1) year from the date of purchase. This warranty covers manufacturing defects in the receiver, barrel, bolt carrier, and other mechanical components, but does NOT cover normal wear, cosmetic damage, modifications, or electronic component damage from misuse or liquid exposure.
Exclusions from Warranty:
- •Damage from modifications or alterations of any kind
- •Damage from liquid exposure, including cleaning solvents or water
- •Damage from misuse, abuse, or negligence
- •Damage from use of improper ammunition or defective ammunition
- •Damage from dropping, impact, or accidental discharge
- •Battery damage, degradation, or replacement (batteries are consumable items)
Warranty Service:
To obtain warranty service, contact Law Weapons Inc. with proof of purchase. All warranty work will be performed by Law Weapons Inc. at its sole discretion. Law Weapons Inc. reserves the right to repair or replace (at its option) any defective component covered under this warranty. All warranty repairs must be authorized by Law Weapons Inc. in advance.
Disclaimer of Consequential Damages
In no event shall Law Weapons Inc. be liable for consequential, indirect, incidental, special, or punitive damages, including loss of use, loss of revenue, or lost profits, even if advised of the possibility of such damages.
